I had a similar problem on my 1992 Deville. I bypassed the Vats system by inserting a loopback with the appropriate (resistance) ohms using about a dollars worth of resistors. You can find the fix by googling VATS Bypass. Also, make sure the key is clean. Use denatured alcohol. sounds silly, but this works.
