1997 Cadillac Deville

I just got this 97 cadillac deville and it doesnt pick up the speed I need to get on the highway. I looked at the fuses and some one took a wire and ran it from the fuel pump fuse to the ecs fuse. The guy I got it from says it had stop getting gas but it wasnt the fuel pump thats out. Help me please.

Inspect and test all the following listed below:

Oxygen sensor.
Catalytic converter.
Fuel injectors dirty/sticking.
Mass airflow sensor/Airflow meter.
Throttle position sensor.
Manifold absolute pressure sensor.
EGR Valve
Fuel pressure regulator leaking or defective fuel pump.
False air leakage.
Fuel contamination.
Foul/defective spark plugs.
Open spark plug wires.
Ignition coil/Coil packs defective.
Incorrect ignition timing.
Cap and rotor.

Note:If it doesn't apply disregard.
