When cold 32-40 degrees hard to start. 40-70 no problem .. What could be the cause???

Get the coolant temperature sensor and idle air contol valve check-also the fuel pressure.

replace the fuel psi regulator, its on the fuel rail, tune due at 100k, has this been done?
