1989 Cadillac Deville anti-lock & brake

my brakes are hard to mash,the car does not stop . my antilock&brake light is on. The brake pads are against the rotors,they are not releasing. I have checked the fluid,its full. whats going on??

scan for codes, off and warmer on the heater/ac controls, probally a bad abs unit, the valves are stuck
