Can I change the oil and filter my self I can not get the filter to come off

PCM will store the codes and or it should
and dealer shop should be able to retrieve them codes
get another opinion try a different shop
suspect fuel peddle sensor

I have seen some of the oil filter housing caps tight, to the point it needs 1/2" drive long ratchet to break it loose. There is no reason you couldn't change the oil yourself, it takes 6 quarts 5w-30 synthetic, and a 24mm socket for the filter access. You may have to have someone break it loose for you, if you don't have the provision.
