2003 Cadillac CTS accelerator sticks

When I press on my my accelerator it stays down. What is the cause of this and is it a quick fix?

If it is the pedal that stays down, it is part of a complete assembly called the APP sensor(accelerator pedal position). My question is, does it do this with the key off as well?
