1994 Cadillac Concours surging and stalling

Had coil replaced now when you release throttle it starts surging and often stalls at a stop

Sounds like possible faulty nose switch in the ISC motor. It is responsible for detecting the throttle arm at a closed position and taking control of idle. It could also have a vacuum leak.
