BLOWER MOTOR WILL NOT BLOW. HAVE REPLACED BLOWER MOTOR WITH NEW MOTOR, STILL NO BLOWER FUNCTION. IS THERE A RELAY OR FUSE OR SOMETHING ON THIS BLOWER CIRCUIT.

These are controlled by a blower motor control module, located under the hood on the HVAC case next to the blower motor itself.
It supplies the ground to the Blower motor. Check to see if you have power at the blower, if so, temporarily run a ground wire to the blower to see if it runs, if so, I would replace the control module.
