2004 Buick Rendezvous Speedometer and RPM get stuck

2004 Buick Rendezvous 6 cyl Front Wheel Drive Automatic 71000+ miles

Sometimes speedometer and RPM's get stuck on current speed and rpms. Turning the engine off and waiting does not resolve the issue. Only way to get the speedo and rpm needle back to zero is to turn the ignition on/off few times. Each time it goes down by a small fraction. It happens in the city driving as well as highway, not everyday day, about once every week or so. Any ideas?

This is caused by a failure within the IPC (instrument panel cluster) itself or faulty wiring to the IPC. Inspect the wiring to the cluster. If OK, you need to replace the IPC if this continues to happen.
