Transmission problem

When in cruise control or not, when I an starting up a hill and the transmission downshifts, it immediately upshifts again causing a jerky sensation. It is as if it cant make up its mind which gear to use and I have to push the accelerator down to complete the shift.
I don't know if it is a computer/sensor problem or a transmission problem and I don't want to pay to have the wrong one worked on.
