1997 Buick Regal Engine crank but not start

My Buick Regal GS won't start, only crank. When pressing the gas pedal, I felt no pressure.
I replace my fuel pump a year ago but the fuel pressure has been lower than the standard.
Also my cruise control always stop working whenever I was driving uphill.
I just did some research on internet and I am wondering if it is the problem of fuel pump relay or fuel speed relay. I am not sure where they are located.
Your help is appreciated.

If you think it is a fuel system issue, use a gage and check fuel pressure. Some of the national brand autostores used to loan out a fuel pressure gage. Also, engine cranking, visually check for spark at the plugs. Any applicable trouble codes?
