1995 Buick Regal Brakes lights don't work

Our brake liights will work only occasionally. The rear light in the window works when the brakes are applied and the back up light work. We checked the bulbs and replaced so they are fine. Could it be the switch or a fuse?

if it's the switch where is is located on the car?

Do the turn signals work ok? The high-mount brake lite works fine, the lower brake lites are the problem?

The lower brake-lites are wired through the turn signal switch, the high-mount brake-lites aren't. You might recheck the bulb sockets and wiggle the wires.

Yes the lower brake lights are the problem. Turn signals have given us a problem for a while. They engage only when a slight pressure is applied to the column that turns them on

Where is the turn signal switch located and how big a deal is it to replace it.

You have to remove the steering wheel, if there is an airbag in the steering wheel, that becomes a safety issue. The bag could blow-up in your face.
