When attempting to start the car the starter does not engage. There is no electrical power to any accessories (lights, fan, radio, seats, chimes, windows, etc.).

Some dash lights do come on when attempting to start: Check Engine, Check Oil Level, Change Oil Soon, Temp, Volt. The Check Oil Level, Change Oil Soon lights go out after 2 or 3 seconds. Some of these lights come on merely by opening the door.

Problem was intermittent at first. Battery terminals are clean, tight and free of corosion as are starter connections. Battery is new and reads 12.6 volts. Jumping starter terminals will cause the starter to engage and turn engine over.
