When it is rainy & humid (above 60 degrees outside) the inside of the car fogs up and the windows will not clear. I have tried the defroster and also turned on the air conditioner. Nothing seems to work. Took it to garage and they could not locate the problem. They did say there was proper air flow out of the vents.

Is the car garage kept? Is it Fogging up or is it Condensation? Have you tried using the heat?

If you've tried the above have you check your coolant level? If you have a coolant leak in your heater core it will cause this problem, but only when the heat or vent is on.
