1999 Buick Century Problem starting car

Some time my car wont start. So then my boyfriend gets under the hood and mess with the underhood electrical center. He takes off the cover and mess with the fuses then it will start can I replace the underhood electrical center and fix the problem

You could probably get off a lot cheaper trying to see where the connection is that is loose. That is the only reason the car would start again after messing with it. If it was all the way "shot", the car wouldn't start again.
