1998 Buick Century Car wont start

There is no clicking sound from starter, all lights ok, battery has 12 volts.. after a few tries I heard a click in the steering column and the car started. Is this a starter problem? I don't want to spend money on process of elimination as it could get very expensive. Is there any way to find out the problem , unless it fails again?
