Front brakes (both) periodically bind especially when prolonged driving in heavy traffic. Have changed all kits and serviced the calipers, cannot find any obvious problem. There is what seems to be a valve bank where pipes to the brakes come from but do not know what that is, could this be the cause?

It may be the brake hoses leading to the calipers they can go bad and not let fluid back. The thing with pipes that you refer to is an ABS unit so a mechanic will have to scan for codes and see if anything is wrong with it like valves sticking, which can happen if brake fluid is not replaced in a normal schedule.
