When I turn on the fan to the heater, there is a smell like burning dust.

Try spraying some Listerine in the air intakes, the old school stuff that's yellow, not the sweet tasting stuff that has sugar in it. What you may be smelling is old mildew that is on the heater core. Use a generous amount, it can't hurt anything.
