Alternator overcharging?

Truck wonk crank. I've replaced the battery, alternator, and the relay but I'm still getting a 14 on alternator with voltage regular. Can this be that the alternator isn't ground properly.

I will need more information to help you, you said the engine won't crank over? So, the engine is not running, correct? Where are you testing that you get 14 volts without the engine running?
