What is it that RPM's actually measure? Would changing your tire size also affect your rpm's like it affects your speedometer? Thanks

The only time tire size will change rpm is when the vehicle is moving. If vehicle used to run at 1500 rpm's @ 65 mph, a taller tire would change that to say 1200 rpm's @ 65mph, shorter tire 1700 rpm's @65 mph
