My 1997 light duty f250 transfer case shifts to 4x4 but no power to front wheels. What are the troubleshooting steps?

It is a manual 4 x4 to engage the transfer case. Shift lever on the floor.

Your truck uses a vacuum servo on the front axle. If you apply vacuum to the servo will it locks the axles? You can use a piece of vacuum hose and just suck on the end if you don't have access to a vacuum pump.
