1999 Questions for all other cars lack of low rev power

i have a car that has been standing for a couple of months after re starting ithe thermostat needed replacing. then a core plug cracked so i had it replaced and had the head gascet done as a precaution . but since re starting the engine lacks low rev power and there is a rattling in low revs also the car is a 99 rover 420
