1990 F-250 fuel issue

I have a 1990 F-250 with the dual tanks. I cannot get fuel from either tank. I replaced the fuel relay switch with no different result. I have even popped the line off the output end of the fuel filter and tried cranking it over on each tank. Nothing came out of the fuel filter either. I am at a loss as to whether it is electrical or mechanical. If someone could shed some light on this for me that would be great!

Check the switch over valve.

Switch over valve? You talking about the valve right up by the tranny? Not sure where its located. I'm not getting fuel to come out of the fuel pumps (i have dual tanks) right now. Would a bad starter silenoid cause that to happen? I noticed it was cracked when I reinstalled the battery. Thanks!

Ok, tested electrical. Should I only be getting power to one of the 4 lines going to the pump? I thought there should be atleast 2 of them with power.
