1500 seat belt won't extend

I have a '98 1500 Quad Cab, 160,000 miles. All of a sudden neither the driver side or passenger side seat belts will extend. They are both flat on the seat and won't budge. This is true it someone is sitting in the seat or not. This started when the power seat fuse blew. I replaced this 20 big fuse and it got hot and blew again. currently I don't have a fuse in this socket and am not planning on replacing until I can troubleshoot which seat motor is not working I checked the fuse marked "seatbelt" and it looked fine, but replaced it anyway. I have disconnected the battery, left disconnect for the night and then reconnected it in case this would reset something - but this did not work either.
ideas?

There is a seatbelt control module under the front seat center cushion. A red/orange wire located at #r8 goes to the seat belt solenoid on the passenger side. #r7 is orange black and goes to the Driver's side solenoid. the ground for the module Black/ pink. I'd check for some wiring harness damage in the module area and the ground.
