1993 Acura Vigor Repair Question

1993 Acura Vigor Will not turn over.
Electrical problem
1993 Acura Vigor 4 cyl Front Wheel Drive Automatic 101000 miles
1993 Acura Vigor will not even try to start. Tried jumping, disconnecting battery, removing the #39 back-up fuse etc, still nothing. Everything lights up as normal with the ignition and works except the motor!!! Any help would be greatly apreciated.
