My hood will not open using the inside latch / release...is their another way to open the hood from the front / underneath the front?

From under the vehicle it is not going to be easy. You need to get a visual of the hood latch from under and try to get something to try to push the release lever, which is almost all covered up.
If the cable is not broken or detached, it could be due to the hood latch adjustment.
Get an assistant to puch and pull on the hood while you pull the release lever.
