the answer to your question is YES. i have a 1996 gs-r with a 98+ front / lights. ( opposite of what you want )
94-97 will fit onto a 98-01, but you will need to buy a set of 94-97 head lights as it is a little different than the 98-01 even though it looks exactly the same.
if you can get a hold of some 94+ head lights , then you conversion will be painless if not then you are gona be doing some cutting ( you will not like the look of it so just avoid it)
if you havnt gotten the front end and head lights already, try a junk yard or a major shop that service nothing but honda/acura you might be able to score a set for cheap.
