1997 Acura Integra died on road and won't start

My engine died on the road and won't start, it makes a loud whirrrrrrr noise but doesn't sound like it's turning, I popped the valve cover off to inspect the timing belt and it's just fine. Would a bad starter motor cause the car to die while driving? Or could there be some thing else?

The starter's job is to crank the engine period it has nothing to do with engine performance/drive-ability.

Recheck the timing belt could be stripped out. Do this if it has a distributor-remove the distributor cap and crank engine over-is the rotor turning? If not the timing belt went southbound.
