My front passenger side tire will not move when I turn the wheel. Does this have anything to do with the recent transmission work I had done?

Is the vehicle on jack or on ground?

To elaborate...when I try to turn the steering wheel, the tire will not turn. Does this have something to do with the recent work I had done on my transmission. This was not a problem prior to the repair.

The steering system is not directly related to the transmission but while doing the work, some of the linkages could have been disconnected and while reconnecting, they could have been improperly reinstalled causing the wheel not to turn.
A visual check would have to be made to verify what is causing the wheel not to turn. Part of the steering linkage is disconnected either due to a fault in parts or installation.
