when I start to drive right before i hit 2 on the rpms There is a lound noise that sounds almost like a belt noise but I checked the belts they are fine, but I did notice that one of the wheels or the pulleys that the belts go around actually the smallest wheel looks like it has a peice or a chunk missing, would that cause the same noise as the belt.

Hi jesseg,

The idler pulley bearing if faulty would also cause the belt noise. For ribbed belts, the tension should be more than normal v-belts and I normally twist the longest part to test. If there is insufficient tension, it would cause the noise.

The crankshaft if equipped with dynamic balancer would cause the noise if the damper is bad.
