1999 Acura CL stuck hood latch

I have a stuck hood latch. It releases the hood from inside but the safety latch is stuck and will not allow me to open the car hood.

If the hood pops open to the safety latch, you should be able to see why the safety latch will not release, you may need to use a bar and pride the latch forward, go to your local junkyard and get you another latch.
