AC problems with a 2004 Saturn Vue

When I turn ac on if I turn it to 1 or 2 nothing comes out but if I turn it to 3 I get warm air then cold air, what could be the problem? On 1 or 2 it doesn't seem like the blower motor goes on. I also hear water swishing around in the dash board.
what could this be?

For the blower inop in the number 1 and 2 position I would inspect the back of the fan switch where the connector plugs in. See off its starting to melt?Pretty common on those cars. For the water sloshing in the dash see if the ac drain hole is plugged up?
