The two most common causes or that symptom is either the compressor is worn out and cannot pump sufficiently at that RPM or the condenser fan is not working properly. That is a two speed fan system. You really need an air conditioner specialist to diagnose this. Air conditioner diagnosis requires extensive refrigeration experience.
