2007 Camry won't crank or turn over

I have a 2007 toyota camry xle, 4 cyl, 30,900 miles, and when I turn the key to start the engine nothing happens. I thought it was my battery bought a new one. Same thing. My battery & altenator checked out fine on testing, so cleaned and tightened cables. A few days later same thing. Turn the key (with a chip in it) and no sound. Help?

When the problem occurs do any other electrical parts have power?
