My window won't roll all the way up. It stops about 4 inches from the top.

If the reg is moving the motor will be OK, I would say that the regulator is damaged, may be a tooth on the scissor arm has worn away and the reg will only move so far now, you will have to remove the door trim to access the regulator and inspect it for damage.
