Toyota Camry Noise Problem

Loud noise coming from the tires when driving. The tires have been replaced twice, as it sounded like it was the noise a set of bad tires would make. The noise is better after putting on the new tires, but it is still there. It has been aligned as well. What is the next step I would take to to resolve this problem? Could be bearings?

Yes, the bearings should be checked. Is noise from front or rear?

Front would be harder to detect by manually turning the wheels on a hoist.

Go for a test drive and note if noise level increases with speed. If noise increases when making turns on curves such as exits of freeways, that points to bad bearings.
