Headlights won't turn off

The headlights on my peugeot partner van(2006) won't shut off when I turn off the engine, turned off everything but the lights are still on, also my heaters are not working either. I'm hearing a strange shorting noise near the battery and front left headlamp when I have the van running, just wondering what it might be, thanks very much, bos
