2006 Mazda 3 Starter Worked On Replaced Twice By Dealership Now Start Car

My starter was worked on and replaced twice by the dealership. Now when I go to start my car sometimes, it won't start just has lights and a clicking noise. My car never died when I was driving it. After my car sits for a little while, it starts right up. I had my battery checked and they said it was low. Bought a new battery and they stated that the starter wasn't putting out enough amps. Not sure if I should take it back in for the starter or could the old battery have been the problem?
