2006 Honda Odyssey Hot Air Blowing Out Driver Side Vents Cold Passenger Vents

I have hot air blowing out of the driver side vents and cold air blowing out of the passenger side vents. Does this whether its hot or cold outside and at any temperature setting except for all the way to Lo. If it stays on Lo for 10 to 15 seconds and I ease back up slowly to the desired temp then it works correctly until I turn the engine off and restart it. Then I have to repeat the same process each time.
