If it isn't opening, check for two things. First, make sure there are no vacuum leaks. Also, I believe there is an electrical connector to it that actuates it. Make sure it is clean and tight.

If you want to fix it yourself, the entire dash needs to be removed If you want to have someone else repair it, I suggest trying to get GM to contribute since the cost is pretty high.
