The fan on VW's usually gets power from the Load Reduction Relay. The relay gets power from the Ignition Switch.

If the relay is no good (or not getting power from the Ignition Switch), then the Blower Fan, Windshield Wipers and some other accessories
will not function.

If everything except the Blower Fan is working, chances are that it is a blower fan fuse, switch or fan motor.

The fan uses a resistor for the low speeds, when the resistor burns out, only high speeds remains (high speed bypasses the resistor).

We do not have the Polo in North America (USA/Canada), so my information is limited.

If you provide the Vehicle Vin# (sample WVWZZZ3BZWE689725), I can check if I can find specific information for you.
