AC only blows cold when pressing on gas. Any anwers?

AC works only when driving and rpm's are above 1 1/2. obviously more noticible on hotter days. Takes awile to cool down car if out in sun.
Also noticed a rattling noise. don't know if it is related. Noise started about a month ago. AC problem started lastsummer.
