2005 Nissan Altima Repair Question

Nissan Altima Noise Problem

While revving my engine or normal driving. The car either sounds electric or whining. Another problem, is the gas fuel meter seems unstable. One time I filled up half way, and while driving for 30 mins it dropped a little and you can notice it. Then I turn the car off and turned it back on after school, the fuel gauge was above the half mark. I'm mainly concerning the noise in my engine as the whining noise seem not normal unless it is.

Where is the noise coming from and what component is emitting it?

The noise seems to be coming from the engine. It sounds electric
