This morning the air bag light on my car came on and does not go off. I have read online that it could be the clockspring that has to be replaced. All the things I read said that the horn and cruise control do not work either. My horn does work. I'm just wondering if it is safe to drive. I know the airbag may not deploy if I am in an accident but I dont want to be driving down the road and it randomly deploys.

Your air bag system should not deploy. Once the air bag warning light lights up and stays lit, its telling you the air bag system is disabled. Meaning the air bags will not deploy on impact.
The cause of the light could be a broken clock spring however, there are other parts of the system that also can cause the light to come on. Having the air bag computer scanned for codes will provide a starting point on which part and where to start.
For example, a poor connection under the seat for the seat belt will causing the light to come on. A broken wire within the air bag system will cause the light to come on.
I would recommend letting a professional diagnose and repair these systems as accidental deployment could happen if you attempt to diagnose yourself.
