Starting engine at approx -5 C°, idle on car.

Starting engine at approx -5 C°, idle on car goes over 2000rpm, press the accelarator for a second then idle fluctuate up and down, then turn of fan switch idle goes back up over 2000 rpm.
When engine warms up after driving for approx 15 to 20 min idle goes back to normal. What can be the cause?

During cold start the engine rpm would be higher than normal and at -5 C°, more than 2000 rpm is normal. The surging could be due to a partially stuck IAC that is not responding as quickly as it should. Try cleaning the throttle body and IAC and retest.
