Check oil level is correct. Have a cylinder compression test carried out

I got the oil checked and it is reduces as I start it, some one told me that the turbo is the main problem, I mean they are sayin that I have to change the turbo itself, just wanted to know can the turbo be repaired or is it better to change is.
