This is a common problem caused by worn teflon seals inside the rack and pinion assembly. Actually it's not the seals that leak; it's grooves worn into the soft aluminum housing that allow the pressurized power steering fluid to bypass the valves. A pressure test will verify you need a new rack and pinion assembly and an alignment. The power steering pump can be weak too but that is less common. The pressure test will also identify that.
