Lexus RX 330 Heater Problem

Cool air blowing through the heater (no matter what the temp. is set at) at low idle speed? it does gett hatter as the RPM goes up?

see if the actuator i have enclosed is getting good power or not its on the rh side it controls air mix for temp.
