2004 Chevrolet Impala Hi Chevy Impala About 1 Out 10 Times Car Wont Start

Hi, i have a 2004 Chevy impala. An about 1 out of 10 times my car wont start. when the problem is occurring, I have full power as far as the electrical. and it does not make a noise or clicking at all when you turn the key. If you give the car 15 mins and then try an start the car it will fire right up. I thought it was the starter so i replaced that and the problem is still occurring. please help chase
