Buick Rendevous won't start and idle when it's cold

My 2004 Buick Rendezvous will not start and idle on cold mornings. To get it going, I must start the vehicle while keeping the gas and brake depressed and drive for a bit until it warms up and doesn't stall. In other words, I can't warm up the vehicle in the morning. After it warms up, sometimes it idles too high (200 rpms). My mechanic replaced the idle air control, but this didn.t fix the problem. Please help!

Clean out the EGR valve and test the throttle position sensor and MAF sensor with an electronic cleaner CRC

He should have also scrubbed out the throttle body before changing the IAC but you also need to check for any vacuum leaks.

Remove the intake snorkel, have someone hold the throttle wide open for you and scrub the back side of the throttle plate and surrounding bore with an old tooth brush and some carb cleaner. Be sure to spray some into the small holes next to the throttle plate. That should help stabilize the idle.
